Yes it is oneness... It is all-encompassing...a seamless timeless unitary flow... And there is no one or no thing that can step outside of this vastness and look at it or capture it or stop it or change it or re-arrange it in any way...

What is only one?

There is the only,one,self, source,god(all meaning the same) there is only one substance appearing as individual, people, houses, world, sky, rain, etc. This is hard to explain.

There is no thing that is permanent or stable of fixed in any way.
There is oneness that is always here that never comes and goes that just is . This is very hard to put into words exactly what is.
