A decision happens when the illusory "I" sees a thought that it identifies with as having made the thought happen. The thought precedes an action that just happens out of consciousness. That thought appears to be a decision by the "I". To go a step further (this just occurred to me while writing the previous) and this could be dead wrong- thank you for correcting me if it is. The thought that precedes the action gets labeled a "decision" simply because it appears as a thought and therefore is experienced as a thought just prior to the action. All this is still "melding".
Another way to say it is: I am working in my shop. I am building something. I am assembling pieces to construct something. A thought surfaces as an impression directing the body to move (to pick-up a piece/part). The "I" labels these as decisions.
